Appearance
Tsukishiro is a middle-aged man described to be in his forties with black hair, usually appearing wearing a suit. During the exam, he wore a tracksuit. He is frequently described as having a thin smile on his face.
Personality
Tsukishiro is shown not above of using threats and abusing his authority. This was seen when he offered points to ensure Kiyotaka's expulsion and gave a silent warning to Honami Ichinose to keep quiet about what she had overheard. He is quite clever, as to avoid being exposed, he replaced the security camera footage with a fake video.
When he first approaches Kiyotaka and Arisu, he gives off the impression of being a pleasant individual. However, this was only a facade, as he quickly shows himself to be ruthless by knocking Arisu down and pinning Kiyotaka to a wall to catch his attention. Tsukishiro also insulted the young man for not living up to reputation, though this was only to provoke him but it served to fail. During his discussion with Kiyotaka in Volume 11.5, he makes blatant contradictions to himself, showing his skills in deception by using obvious lies mixed in with his true thoughts. During the beach exam, he tried to overwhelm Kiyotaka with his ally Shiba by his but didn't expect interference. After he was defeated by Kiyotaka, he acknowledged him as a real monster. Even so, his ability to somewhat keep up with Kiyotaka at a much older age shows that he has immense combat knowledge and training.

Kamogawa once described Tsukishiro as having a scary smile, implying that he may keep the expression for the purpose of sowing unease into others rather than as a guise of amicability.

Tsukishiro has always been closely related to the White Room, but it has never been his main priority. Nevertheless, he assisted Ayanokōji Atsuomi with finding capable personnel for the facility at the request of Naoe-sensei, who hired Tsukishiro to keep watch on the White Room project. He was also hired by Atsuomi during Mika's pregnancy to investigate her meetings with a host, suggesting to Atsuomi upon her departure that he should consider eliminating her as a safety precaution.

Plot
Tsukishiro makes his first appearance in Volume 10 where he appears in the special building, in front of Kiyotaka Ayanokōji and Arisu Sakayanagi while they are talking about the circumstances of the special exam that has just ended. He asks for where the staff room is, then proceeds to introduce himself as the new acting director of the school. After exchanging some words, he starts walking past them and suddenly kicks Arisu's cane. Kiyotaka catches her but gets pushed by Tsukishiro against the wall right after. Arisu asks if acting violently against the students will be a problem, to which Tsukishiro replies that the surveillance camera has been replaced with a false image. He then gives Kiyotaka a message from his father, threatening him to come back. Tsukishiro continues provoking Kiyotaka but he does not retaliate, in case the camera is actually still recording. Tsukishiro then releases Kiyotaka and leaves, announcing that he will formally start working at the school in April.[3]
In Volume 1 of Second Year Arc, he offers a bounty of 20 million private points for the person that can expel Kiyotaka. [4]
In the epilogue of Volume 2 of Second Year Arc, he appears at the epilogue with Tsubasa Nanase asking her to expel Kiyotaka in the next exam so that they can go back to where they belong.[5]
In Volume 3 of Second Year Arc, he is seen discussing with Katsunori Shiba about their plan to expel Kiyotaka. Honami Ichinose accidentally overhears their plans of luring Kiyotaka and some faint information about the White Room. Shiba catches Honami and holds her, but Tsukishiro orders him to let her go. He allows Honami to go but threatens her that if she tells anyone about their conversation, he will personally force a group from her class to retire, which will cause the group to be dropped out. It is also revealed that Tsukishiro has sabotaged Kiyotaka's emergency alert to go off.[6]
In Year 2 Volume 4, Tsukishiro and Shiba confront Kiyotaka on the beach. They advise him to withdraw from the challenge and peacefully return with them to the cruise ship. However, he refused and the two decide to physically remove him with violence. The two attack Kiyotaka who is able to hold off against them. Tsukishiro compliments his skills but tells him they will wear him down soon. However, they are interrupted by Fūka Kiryūin who explains she had been watching for some time and had to intervene because she couldn't stand the 2v1 situation. Tsukishiro had Shiba fight her while he continued his fight with Kiyotaka who was determined to end the conflict with Tsukishiro. Tsukishiro continued his onslaught but soon realizes he is outmatched by the boy who showed no mercy. After being knocked down, Tsukishiro remarked he understood why Kiyotaka was his father's masterpiece before he throws sand at the latter. Trying to seize advantage of the distraction, he attempts to taser Kiyotaka but the latter easily overcomes his underhanded trick and subdues him. Tsukishiro was left questioning his defeat at the hands of a child.
In Year 2 Volume 4.5, Tsukishiro said he had been dismissed from his position of Acting Director and Chairman Sakayanagi would return to office. However, he ends this interaction with Kiyotaka by shaking his left hand after telling him he was a boy scout. This, along with Tsukishiro's apparent lack of pushing for his expulsion when he could have easily forced him out of school, leads Kiyotaka to believe that Tsukishiro was never trying to expel him in the first place.
Etymology
- The surname Tsukishiro means "moon" (月) (tsuki) and "castle" (城) (shiro).
